State registration is a procedure which includes assessment of safety of goods which have not been previously produced in Russia or imported therein.

If you plan to supply certain types of chemicals to Russia, a certificate of state registration (CSR) might be required.

To find out whether your product is subject to state registration, check the consolidated list of products subject to the state sanitary and epidemiological supervision (approved by the Decision No. 299 of the Customs Union Commission of May 28, 2010).

Only a legal entity registered in Russia can apply for the procedure of getting a CSR (this legal entity must have an individual taxpayer number – INN, and a primary state registration number (OGRN). If your company is based outside of EAEU, you’ll require an entity authorized by the manufacturer (EAM) to represent you in the EAEU and bear responsibility for the safety and quality of your products.

Product state registration is required if you want to have the right to realize your product in Russia and the EAEU. Not having a CSR may lead to an administrative penalty or more precarious consequences.
